Harvey L. Bryant, Commonwealth’s Attorney for the City of Virginia Beach, announced that a grand jury meeting in Virginia Beach Circuit Court today returned indictments against 75 individuals charging 197 separate offenses. Nineteen of the indictments were for felony drug charges.
Among the charges were 23 burglaries, 28 grand larcenies, 14 robberies, and 20 firearm charges. The grand jury returned indictments against alleged serial co-burglars Jordan Kyle Ryder and Richard Cancio Sinchongco. The alleged offenses occurred at nine different homes from July 9th through 22nd of this year. Ryder is charged with 9 counts of statutory burglary, 7 counts of grand larceny, and 8 counts of conspiracy to commit a felony. Sinchongco is charged with 9 counts of statutory burglary, 7 counts of grand larceny, and 9 counts of conspiracy to commit a felony.
The grand jury also returned an indictment against alleged serial robber David Ray Smith for 4 counts of robbery with the use of a gun and 4 counts of use of a firearm in the commission of a felony. He is charged with robbing the same Zero’s restaurant two times, a Walgreens, and a Pizza Hut in Virginia Beach between July 8th and 26th of this year.
