Commonwealth v. Hill; Joyride Robber Sentenced to 11 years and 7 months

Harvey L. Bryant, Commonwealth’s Attorney for the City of Virginia Beach, announced today that Dominique Jermaine Hill, 23 years old, who had no fixed address at the time of these offenses, was sentenced today by Circuit Court Judge Patricia L. West on two (2) counts of Robbery, one (1) count of Conspiracy and two (2) counts of Use of a Firearm in the Commission of a Felony. Judge West ordered the defendant to serve a total of forty (40) years in the Virginia Department of Corrections. The Court suspended twenty-eight (28) years and five (5) months of that sentence, conditioned on good behavior for forty (40) years. Hill was placed on supervised probation until released by the probation officer or the Court.

The Commonwealth’s evidence showed that on November 3, 2008, Hill and a juvenile contacted two acquaintances and requested a ride. Once they got into the car, Hill pulled a handgun, demanding the car keys, wallets and cell phones and then told the victims to get out of the car. The victims were left standing on the side of the road as the defendant and the juvenile drove off.

Hill has prior convictions in Norfolk for Possession of a Controlled Substance (2006), Assault and Battery of a Law Enforcement Officer (2006), and Receiving Stolen Goods (2008).

On April 21, 2009, the juvenile defendant, who was 16 years old at the time of the offense, entered a guilty plea to two (2) counts of Robbery, one (1) count of Carjacking and one (1) count of Conspiracy. The Court ordered him to serve a total of thirty-one (31) years in the Virginia Department of Corrections and then suspended that sentence, conditioned on his being committed to the Department of Juvenile Justice as a Serious Offender until his 21st birthday. The Court also ordered him to make restitution to the victims after his release from incarceration and have no contact the victims or their families.
