Commonwealth v. Rogers Foster; Armed Robber’s Probation Violated by Indecent Exposures; 10 Year Sentence Imposed

Harvey L. Bryant, Commonwealth’s Attorney for the City of Virginia Beach, announced today that Rogers Foster, 32 years old, previously residing in the 5600 block of Baker Court, Virginia Beach, Virginia was sentenced today by Circuit Court Judge Edward W. Hanson to serve 10 years in prison for a probation violation. Foster was sentenced on May 10, 2000 to serve 18 years in prison for two counts of Robbery and two counts of Use of a Firearm in the Commission of Robbery. The Court suspended 10 years of that sentence conditioned on terms including good behavior.

The Commonwealth’s evidence showed Foster committed six acts of Indecent Exposure while he was incarcerated for the aforementioned offenses. After being released from prison in 2009, Foster committed an act of Indecent Exposure involving a co-worker, which resulted in this violation of probation. Foster committed two additional acts of Indecent Exposure while he was awaiting sentencing for this probation violation.

The Court sentenced Foster to serve all of his previously suspended time, noting that Foster was a threat to women in the community.
