10 Indicted for Welfare Fraud, Terrorism Charges Against 17-Year-Old Among 74 Individuals Indicted

Harvey L. Bryant, Commonwealth’s Attorney for the City of Virginia Beach, announced today that a Grand Jury meeting in Virginia Beach Circuit Court on Monday, August 17, 2009 returned indictments against 74 individuals charged with a multitude of offenses.

Phillip C. Bay, of the 2800 block of Saville Garden Way, was indicted for a total of 18 counts, including 11 counts of Possessing/Using/Manufacturing a Firebomb; 2 counts of Possessing or Using a Sawed off Shotgun; Possessing Weapons of Terrorism with the Intent to Terrorize; and Soliciting, Recruiting, etc. Another for an Act of Terrorism. Six of the counts were direct indictments of charges that had not been before the Juvenile Court. Bay is accused of plotting an attack on Landstown High School and will be tried as an adult in Circuit Court. He was 17 at the time of the offense.

Investigators for the Virginia Beach Department of Human Services presented indictments against 10 individuals involving welfare fraud. These offenses can carry up to 20 years in the penitentiary and a fine of $2,500. Those individuals are:

Among the offenses, there were 18 felony drug law violations and 17 grand larcenies. The grand jury also returned indictments against individuals for aggravated sexual batteries, malicious woundings, burglaries, robberies, and forgeries.
